H3 Rooms (High-Hazard Occupancy Rooms): Understanding H3 Occupancy Compliance

If you’re planning to store flammable liquids or combustibles, you may need an H3 occupancy room, or a storage area that meets Group H3 occupancy regulatory standards. Once you surpass a certain threshold for the volume of the high-hazard materials stored, your facility must meet certain design and safety standards in order to be compliant with relevant building and fire safety codes.

What Is Group H Occupancy Classification?

Group H (high-hazard) occupancy is a building classification used by the International Code Council (ICC) and the International Building Code (IBC) for facilities that manufacture, process, generate, or store materials that present a physical or health hazard–specifically when certain quantity thresholds (maximum allowable quantities, or MAQ) are reached within specified control areas.

There are five Group H occupancy classifications, including Groups H-1, H2, H-3, H-4, and H-5, with H-1 materials posing the highest level of potential threat and therefore requiring the most stringent safety standards.

Which Materials Fall Under H3 Occupancy Classification?

High-hazard materials that fall under hazardous class 3 classification include but are not limited to the following (as quoted from IBC Section 307.5):

  • Class I, II, or IIIA flammable or combustible liquids that are used or stored in normally closed containers or systems pressurized at 15 pounds per square inch gauge (103.4 kPa) or less
  • Combustible fibers, other than densely packed baled cotton, where manufactured, generated, or used in such a manner that the concentration and conditions create a fire or explosion hazard based on information prepared in accordance with Section 414.1.3
  • Consumer fireworks, 1.4G (Class C, Common)
  • Cryogenic fluids, oxidizing
  • Category 1B flammable gases having a burning velocity of 3.9 inches per second (10 cm/s) or less
  • Flammable solids
  • Organic peroxides, Class II and III
  • Oxidizers, Class 2
  • Oxidizers, Class 3, that are used or stored in normally closed containers or systems pressurized at 15 pounds per square inch gauge (103 kPa) or less
  • Oxidizing gases
  • Unstable (reactive) materials, Class 2
  • Water-reactive materials, Class 2

It’s important to note that facilities storing or handling materials of mixed Group H classes must meet the requirements for all the classifications (such as facilities storing both H2 and H3 occupancy materials).

What Are the H3 Occupancy Requirements in Georgia?

H3 rooms or facilities must meet strict criteria in order to be in compliance with regulatory standards. While most U.S. jurisdictions use the IBC and International Fire Code (IFC) as the basis of their laws concerning H-3 occupancy, there are typically variations between states and sometimes even between cities within a state. This may be due to states or cities using specific editions of international codes, adding their own amendments, or opting for heavier reliance on the National Fire Protection Association (NFPA) codes over the IFC.

H3 occupancies in Georgia are governed primarily by the 2024 IBC with Georgia amendments and the 2024 International Fire Code (IFC) as adopted by the state. 

H3 occupancy requirements in Georgia encompass the following and more:

Occupancy classification – A building or portion of a building becomes H-3 when hazardous materials exceed the maximum allowable quantities permitted in control areas under IBC Section 307 and Section 414

Fire resistance and separation – H3 occupancy areas typically require fire barriers, fire-resistance-rated construction, and separation from adjacent occupancies. The specific rating depends on the materials involved, building configuration, and applicable provisions of IBC Section 415.

Automatic fire suppression – Group H occupancies generally require automatic sprinkler protection and, in some cases, specialized suppression systems depending on the hazard. Georgia’s fire safety regulations also require suppression systems where mandated by the IBC and IFC.

Emergency planning and training – Georgia requires Group H facilities to develop emergency response procedures, evacuation plans, employee training programs, and other life-safety measures in accordance with IFC Chapter 4.

Hazardous materials controls – Ventilation, spill containment, explosion control, gas detection, emergency power, and alarm systems may be required depending on the specific hazardous materials present. These requirements are material-specific and are typically found in IFC Chapters 50 through 67 and IBC Section 415.

Means of egress – H3 occupancies are subject to enhanced egress requirements, including limitations on travel distance, exit access, and occupant load considerations because of the elevated life-safety risks.

Exact requirements vary based on factors such as:

  • The specific hazardous materials involved
  • Whether materials are stored or processed
  • High-hazard materials quantities relative to MAQs
  • Whether the building has a sprinkler system
  • The proposed building size, height, and construction type
